Steps
- Preheat oven to 220°C (425°F). Whisk together flour, baking powder, baking soda, and salt.
- Grate frozen butter into the flour mixture and toss to combine.
- Stir in cold buttermilk until a shaggy dough forms.
- Turn dough onto a floured surface, knead a few times, then fold it over on itself 3-4 times to create layers.
- Pat the dough to 1/2-inch thickness and cut out rounds. Place on a baking sheet.
- Bake for 12-15 minutes until tall and golden brown.
