900g flour
225g butter
450ml milk
225g raisins
45g baking powder

Steps
- Preheat oven to 220°C (425°F). In a large bowl, whisk together flour, baking powder, and sugar.
- Cut cold butter into the flour mixture using your fingertips or a pastry blender until it resembles coarse crumbs.
- Stir in raisins, then gradually add milk to form a soft dough.
- Turn the dough out onto a floured surface, knead briefly, and pat out to 1-inch thickness. Cut out rounds with a cutter.
- Place on a baking sheet, brush the tops with a little milk, and bake for 12-15 minutes until risen and golden.
- Serve warm with clotted cream and jam.
